Senate Confirms Engr. Sunday Oshadami, Ms. Rimini Makama As Executive Commissioners For NCC

The Senate has confirmed Engr. Sunday Abraham Oshadami as the Executive Commissioner (Technical Services) and Ms. Rimini Haraya Makama as the Executive Commissioner (Stakeholder Management) for the Nigerian Communications Commission (NCC).

The duo were confirmed on the 21st of May 2024.

Engr. Abraham Oshadami, a native of Kogi State, was nominated as an Executive Commissioner of the NCC by President Bola Tinubu, GCFR on the 23rd of February 2024. 

Following his graduation with a Bachelor of Science (BSc.) in Electrical Engineering with First Class Honours from the University of Ibadan, Ibadan, in Oyo State in 1994, Engr. Abraham Oshadami proceeded to Port Harcourt where he joined Unisys Inlaks Computers Limited as a National Youth Service Corps (NYSC) member for his primary assignment. His superlative performance led to him being retained as an employee of the company, rising to the position of Acting Zonal Manager for the South-South region of Nigeria where he led in the design, installation and maintenance of ICT systems, networking and system troubleshooting and repairs.

Engr. Oshadami then joined the Nigerian Communications Commission in 2004 as a Manager in the Engineering Directorate, the predecessor department charged with the administration and management of radio spectrum for the country. In his new position, Engr. Oshadami was recognized with the Engineering Directorate’s Best Staff Merit Award for two years running (2007 and 2008).

Serving in various roles including telecommunications regulations, spectrum management, information technology and traffic & network optimization, Engr. Oshadami has risen through the ranks to the position of a Director in the NCC, heading multiple important units and departments along the way, including the Spectrum Database Unit, the Information Technology Department and, most recently, the Spectrum Administration Department.

Notably, as Head – Information Technology (HIT), Engr. Oshadami was honored with the CIO (Chief Information Officer) of the Year Award for Ministries, Departments and Agencies (MDAs) in November 2021.

Over the course of his career, Engr. Oshadami has furthered his education at the Lagos Business School, Digital Bridge Institute and HP Education Services in Nigeria. He has attended training courses at the African Advanced Level Telecommunications Institute (AFRALTI) in Kenya, Tadiran Electronics in Israel, Neotelis in Canada, IP3 Training and the United States Telecommunications Training Institute (USTTI) in the United States, and at the United Kingdom Telecommunications Academy (UKTA) and London Corporate Training in the United Kingdom.

His project works include the design and construction of a Transformerless 180V DC Stabilizer with Timer for Medical Applications, the supervision of the local manufacturing of recharge cards, and the coordination of 5G Spectrum Auctions for the NCC leading to deployment of broadband in Nigeria.

His roles on the international stage include: Chairman – African Telecommunications Union (ATU) Emerging Technologies Working Group (2020 till date);  Chairman – Nigerian Delegation to the International Telecommunication Union (ITU) World Radiocommunications Conference 2023 (WRC-23); Vice Chairman – ITU Radio Communications Advisory Group (2023 – 2027) and Vice Chairman – ITU Study Group 1- Spectrum Management (2015 – 2019).

Engr. Abraham Oshadami is affiliated with the following professional bodies: Fellow – West African Society for Communications and Administration (WASCA); Fellow – Chartered Institute of Information and Strategy Management (FCISM); Member – Council for the Regulation of Engineering in Nigeria (COREN); Member – Nigeria Society of Engineers (NSE); Member – Nigerian Institute of Electrical Electronic Engineering (NIEEE); Member – Computer Professionals Registration Council of Nigeria (CPN) and Member – African Spectrum Working Group (AFRISWOG).

Engr. Sunday Abraham Oshadami is happily married with children.

Also, Ms. Rimini Haraya Makama is the Executive Commissioner (Stakeholder Management) of the Nigerian Communications Commission.

Her appointment was confirmed by the Senate on the 21st of May 2024.

A native of Plateau State, Rimini Makama was nominated as an Executive Commissioner of the Nigerian Communications Commission (NCC) by President Bola Tinubu, GCFR on the 23rd of February 2024.

After earning her LLB from the University of Jos, Nigeria, Makama proceeded to the University of Reading, United Kingdom where she obtained her LLM in International Law and World Order. She was called to the Nigerian Bar in 2004.

Makama also holds a Professional Diploma in Marketing from the CIM (UK)

Rimini Makama is an internationally experienced senior executive known for her talent in building trusted advisor relationships with governments. Throughout her career, she has earned a reputation as a commercially minded and politically astute leader. Her significant contributions to transformational shifts in Africa were recognized in 2014 when she was named in the Forbes 20 Youngest Power Women Under 40 in Africa list. Her career spans multiple sectors, including law enforcement and technology.

Before her appointment by the President, Makama spent several years in various senior roles. Most notably, she served as the Government Affairs Director for Middle East and Africa – Emerging Markets. In this position, she played an instrumental role in creating a policy environment conducive to public sector adoption of public cloud technology across numerous markets in the MEA region. Makama’s central role in defining a digital transformation framework for governments, placing Microsoft solutions at the forefront of public sector technology, stands out as a key achievement during her tenure. Her exceptional contributions were recognized with the coveted Be the Change Award.

Makama also served as Director of Xbox Global Expansion and Integration in Redmond, United States. She was part of the team tasked with driving the upward growth trajectory of Xbox globally and launched Xbox Cloud Gaming (Project xCloud) in 28 countries.

Makama also represented Microsoft’s interests on the Digital Economy Task Force of the U.S. Chamber of Commerce and the SMART Africa Alliance. She became a prominent voice on AI ethics, appearing as an AI policy expert speaker at the prestigious UNESCO Forum on Artificial Intelligence in 2018.

Preceding her career at Microsoft, Makama was the Communications Director for West Africa for Africa Practice, where she successfully translated the strategic communications, stakeholder and policy needs of major multinational corporations seeking to invest in Africa into effective solutions, collaborating closely with high-level government stakeholders. Her work in positioning Blackberry in Nigeria in this role is particularly noteworthy.

Prior to her tenure at Africa Practice she served as a Principal Legal Assistant, Office of Legal Affairs – International Criminal Police Organization (INTERPOL) in Lyon, France.

Makama has authored numerous articles on technology, the future of work and AI themes for prominent media outlets such as The Guardian, Financial Times, etc.
